The key drinking_water:refill=* is added to a feature to indicate if the establishment participates in a water refill network with a visible sticker or sign showing their participation, usually found on the door.

The criteria for an establishment being tagged as part of a refill network offering water bottle refill is that it must have a visible sticker or sign mentioning that they are part of a refill network.

drinking_water:refill:network=* may be used to indicate the name of the network which the establishment belongs to. If an establishment belongs to multiple networks, the names should be listed separated by semicolons. drinking_water:refill:network = network 1;network 2;network 3

A restaurant where the server fills up your bottle based on his or her mood or on a discretionary basis should not be tagged with drinking_water:refill=*

How to map

drinking_water:refill=* is added as a property tag for a feature such as a amenity=cafe, amenity=restaurant, shop=*, and so on. These establishments are generally mapped as a node or area.

Value Comment Frequency of use
yes An establishment participates in a water refill network and will fill up for free anyone's (paying customer or not) reusable bottle.
no An establishment which does not participate in a water refill network and refill reusable bottles for free. There really is no reason to tag an establishment in this manner. Better just to omit the tag altogether.
