permanent_fresh_flow=yes indicates that a amenity=fountain, amenity=drinking_water or amenity=watering_place has a permanent flow of fresh water, as opposed to a fountain that is constantly recirculating the same water with a pump or that is only activated on demand.
Such fountains are called 
Laufbrunnen in German. An overflow pipe or outlet at surface level allows to tell that there is a constant fresh water supply.
Use drinking_water=* to indicate whether the water is drinkable.
