This key is used by JOSM/Validator and Osmose to distinguish between public transport route relations of old and new scheme for proper validation and usage of both schemes.
public_transport:version=1for old schemepublic_transport:version=2for new scheme (aka PTv2) according topublic_transport=*public_transport:version=1+2for a mix of PTv1 and PTv2 features like PTv1-like bus stops and PTv2 empty role ways/route_masters (this tag is basically only used for SL/Stockholm region bus routes)
This key was introduced in JOSM version 6813. See JOSM ticket 9545.
JOSM has the ability for adding the roles 
stoppublic_transport:version=2 is set on the relation and one of the keys bus=*, tram=*, train=* etc. on the new member.
