Rationale
After some discussions on various mailing lists it seems that we are missing a place level below place=suburb but above the recently approved place=neighbourhood.
Definition
The tag place=quarter should be applied to a part of a bigger settlement where this part is smaller then a suburb (note that this 'suburb' is the 'OSM suburb' which can also be in the centre of a city) and bigger then a neighbourhood. This does not have to be an administrative entity.
How to map
Preliminarily you can use a node (to get a label rendered). Ideally you would draw a border around the whole area (or use a multipolygon, possibily reusing streets and other available geometry).

What can be mapped?
You can map all kind of settlement parts bigger then a neighbourhood and smaller then a suburb with this tag. It can apply to residential areas, commercial areas, industrial areas and all other kind of landuse and mixes of landuses. It depends on history, culture, politics, economy and more how settlements are organized, so more specific rules are avoided. Usually these entities will be around the size of a small village. For villages and small towns you might want to use this tag only if there is also smaller parts (neighbourhoods). If the only division of a village would be quarter (i.e. they would result quite small) then omit quarter and only tag place=neighbourhood.

- you are right that we could have nested neighbourhoods as well, but then it would be much more difficult and time consuming to evaluate these structures (which is more important). It also doesn't follow the logics of the established place-tags (we could also nest suburbs instead of having neighbourhoods, as an OSM-suburb has nothing to do with suburbia). - Here's another local example that doesn't make use of vague places like Southwest Orange County: Horizon West (a census-designated place, hence a village/hamlet/suburb) > Lakeside Village > Lakes of Windermere > Altis at Lakes of Windermere. - According to the OED, a quarter is a “division or district of a town or city” (esp. one occupied by a certain community, or having a particular character or use). - I approve this proposal. A structural hierarchy of city subdivisions allows for a clarifying visual hierarchy of symbols, labels, and boundary lines on the map. - I oppose this proposal. Certainly for the time being while we get our heads around the recently approved neighbourhood tag. I also agree with NE2 and others that the term is confusing that that it will be better to introduce some sort of hierarchy to neighbourhood than to introduce yet another term.
