Proposal
Currently OSM Carto developers refuse to render natural=tundra and natural=fell because they are too vaguely defined. They are in essence just local names for different low-grown vegetation where trees or even scrubs (low trees and bushes) do not grow at all for some reason.
The introduction of natural=heath (if vegetation consists of woody dwarf scrubs) + Key:heath intents to make it easier to distinguish between the different types of low lands and the dominant vegetation. The goal is to add a couple of keys covering all types of low-grown vegetation across the globe.
Rationale
Easier to tag and render low lands.
