Use public_transport=no for features that do not support public passenger transport, when they could be mistaken as such. Consider adding access=private as well.

Editing software that encourages mappers to "complete" or "upgrade" tags may prompt mappers to add erroneous public_transport=* tags to features not accessible to the public. Adding public_transport=no suppresses this prompt.

For example, way this platform at a train maintenance facility in Queens, New York is only accessible to railroad employees. Physically, this is a railway=platform, but because only employees may board and disembark here, public_transport=platform would not be appropriate. So, in addition to access=private, the platform is tagged public_transport=no.
