It may be tempting to use this value for voltage=* to state a particular asset of a power grid is not energized, often assumed as abandoned or disused.
Such usage is discouraged and you could document what was the original voltage with disused:voltage=* instead, at least.
A few other practices currently exist depending on the nature of the feature to document.
