Barrier, not natural=scrub?

Why was the decision made to change from natural=scrub describing the landcover to use a barrier type instead? The description sounds like a slope or man_made=embankment with shrubs planted on it for erosion control. I've found this used for areas along the side of a road where the road is cut into the hillside too. Are these shrubs always planted so closely together than it's impossible to walk through them? This can be possible for many natural areas of scrub, as well.

I suggest you take a look at the German version of the page as it seems to be a specific German phenomenon (?). With a bit of interpretation from the German version, I would say that the people used to use this tag and then figured out that it did not suit their needs. There is also a section "Contradiction to the English wiki" stating that the English version suggests barrier=hedge, but there was some community discussion at https://forum.openstreetmap.org/viewtopic.php?id=32119.
