This is not the same concept. An exchange is a technical place where telecommunication services are switched while a telecommunication office is a commercial or administrative place. I'll edit that exchange is not compatible with office=telecommunication. Fanfouer (talk) 22:32, 7 April 2019 (UTC)

It sometimes occurs in France also, with commercial public area on the ground and technical floors upstairs. Then a dedicated node for the commercial floor would be right regarding the One_feature,_one_OSM_element principle. It also occurs to find 2 different exchanges in the same building, then 2 different nodes are appropriate like thses two node 6275178274 (copper) and node 6275178273 (fibre).
