State routes
Tag these routes as network=US:KY. Use one relation for both directions if the route divides, with role=north, south, east, or west as appropriate depending on the nominal direction of the route (listed in the Direction column below, if known). (In Potlatch, the "role" is the little textbox on the same row as the relation.)

Boundary relations
Counties
County borders were originally supplied by the USGS. The following counties' borders are being assigned to relations, merged with adjacent county borders (rather than overlapping them), and attached to TIGER ways and river center-lines (where appropriate) for improved accuracy.
When "TIGERifying" county borders, please ensure that any road crossing a county line is joined up properly. The roads seem to have been imported county-by-county, causing the roads to be disconnected. In particular, "county line roads" are usually duplicated, so one county's copy should be deleted and that county's roads should be reconnected to the remaining copy.
