The key surveillance=* specifies whether a location is under surveillance or what type of surveilled area it is (the specific values indoor/outdoor/public usually correspond to the location of the surveillance equipment). The subjects of surveillance are typically people or their vehicles (e.g., license plates), though other possibilities exist.
The surveillance:*=* namespace and other tags can be used to specify further details (see below).
