This tag allows to specify a surface of just the footway part of a merged footway with cycleway with different surfaces tagged as one way - for example highway=path + segregated=yes + foot=designated + bicycle=designated + surface=paved + cycleway:surface=asphalt and footway:surface=paving_stones
highway=footway and highway=cycleway, each with its own surface=* or as one way that requires footway:surface=paving_stones for specifying surfaceFor defining the surface of sidewalks the keys sidewalk:left:surface=*, sidewalk:right:surface=*, and sidewalk:both:surface=* are typically used instead.
