This key is intended to document a permanent occupation of a countable resource. It differs from capacity=* which count the amount of resource available, occupied or not.

It is unusual to count occupation on OpenStreetMap since it's often a very variable information. Thus, it is not about counting parking lots or hotels occupation. Some other resources that can be permanently occupied and changing it would need important works. Those can be counted and documented in OpenStreetMap as an observable and slow changing phenomenon.

occupancy=* was intended to document public utilities service drops / customers connections on main lines. Those locations are often designed with a fixed capacity, like connection boxes with a countable amount of ports. Connecting additional customer may require heavy and visible works and suitable to be described in OpenStereetMap.

How to map

On any connection box or distribution point visible from public space (without any action, cover removal, door opening, whatever for sake of Verifiability), count how many actual connections you see. The number directly goes in occupancy=*.

The global amount of possible connections including free slots goes in capacity=*.

See more detailed directions on telecom=distribution_point for instance.

Examples

Power distribution

Photo Location Tagging Note
Malaysia

power=pole
line_management=service_supply
material=concrete
occupancy=2

Public power distribution network goes along the black suspended overhead cable from the left to the back. Two service drops are anchored on this pole and connected to the main line. We then use line_management=service_supply + occupancy=2 to keep track of service drops without need to map them toward houses.

The main power line should be mapped as a continuous way in OpenStreetMap and doesn't stop on this pole.
