RAA are registers of local texts set by municipalities to departmental authorities. They expose standardized references to designate a given edict.
Such unique references are used in OSM on features regulated by a specific law, regulation or permit.
They are mostly used on physical features, basically nodes ans ways and not on relations that involves those physical features. It's because a permit mainly regulates the construction of something and not its further operation.
