Speed limits may be explicitly set by max speed signs. In case of missing explicit traffic sign, default speed limits as specified in legislation apply. Typically, the default speed limit depends on the type and location of the road and its location (inside or outside a settlement) and the vehicle type and its properties. Yes, sometimes even the time of year, the time of day or the weather conditions.

This page is an attempt to list the default speed limit types for all countries completely and supply the translation of these into concrete speed limits in a machine-readable form. Each entry in the below table comes with a complete reference to the actual legislation text for convenient verifiability.

How to read this table

This table is supposed to be machine-readable, this is why the limits given in the table must follow a strict scheme of rules.

Read this table per row. The speed limit specified in the "(default)" column of the table applies to any vehicle type except for those where it is explicitly overwritten. Furthermore, some vehicle types are grouped into categories. This means that the speed limit specified for the category applies to all vehicle types in this category, unless explicitly overwritten.

For example, in the Arab Emirates (AE), the maximum speed for any vehicle on a service road is 25 km/h. On motorways, the maximum speed limit is 120 km/h except for buses and lorries for which it is 80 km/h. Nothing is explicitly specified for school buses, so the maximum speed for school buses on motorways is also 80 km/h (because it is a type of bus).

If the speed limit for a road type depends on more factors than just the vehicle type, such as the weight, length, the weather, the season, the time of day or whether it drags a trailer, the condition is given in parenthesis after the speed limit in a short form, this is a conditional speed limit. Note that unconditional speed limits are only overwritten by an unconditional speed limit while an unconditional one also overwrites conditional speed limits (see the example and compare it with the table).

For example, lorries on motorways in Albania (AL) may drive not faster than 90 km/h, and only 80 km/h if they weigh more than 12 tonnes. The general speed limit on motorways is 110 km/h and that same speed limit also applies to buses, except if they weigh more than 8 tonnes. In Austria (AT) on the other hand, the general speed limit on motorways is 130 km/h and 80 km/h for vehicles weighing more than 3.5t, but buses may drive 100 km/h no matter their weight.

The blank road type is the default road type that applies if no other road type applies, usually, but not always the standard "rural road". The rules that define road types (see second table, #Translating road types to tags) don't all have to be mutually exclusive, the tags on a road may match with several road types. In this case, the following algorithm is used to determine the road type: If the tags match with a road type specified in a row above the default (blank) one, the road type that specifies the lowest speed limit applies. Otherwise, if the tags match with a road type specified below the default one, the road type with the highest speed limit applies.

Examples: In Bulgaria (BG), the speed limit for urban roads is 50 km/h and 20 km/h for living streets. An urban road that is also a living street, thus, has a speed limit of 20 km/h. In Spain (ES), the general speed limit for road with 2 or more lanes in each direction is 100 km/h and 120 km/h for motorways. Thus, a motorway that has 2 or more lanes in each direction, has a speed limit of 120 km/h.

Naturally, right? However, note this pitfall:

For example in Peru (PE) , different speed limits apply for urban fast transit roads (80 km/h), urban main roads (60 km/h) and all other urban roads (40 km/h). Thus, the speed limit for an urban fast transit road that is also an urban road (duh!) would wrongly resolve to a speed limit of 40 km/h if the "all other urban roads" are not defined in a way that excludes the main and fast transit roads. (How they should be defined is still not clear at the time of writing because even the legislation is not clear what makes a road a fast transit or main road)

If other rules apply for a subregion (for example BE-VLG), only the rows with the road types which differ appear in this table.

What the conditionals mean
  • 20m - vehicle that is over 20m long
  • 5t - vehicle with a max allowed weight of above 5t
    • empty 5t - vehicle which weights above 5t when carrying no load
    • capacity 5t - vehicle which is able to carry above 5t of load
    • current 5t - vehicle which currently weights above 5t
  • 5 axles - vehicle with 5 or more axles
  • 12 seats - vehicle with 12 or more seats for passengers
  • articulated - the vehicle is articulated (aka a semi-trailer vehicle)
  • trailer - a trailer is attached
    • 0.75t trailer - a trailer is attached whose weight is above 0.75t
  • etc.

There can be several rules comma-separated, e.g. 12t, 0.75t trailer is a vehicle with a max allowed weight of above 12t with a trailer attached whose weight is above 0.75t.

Extending or updating this table

This table lists what rules are laid down in the legislation, not what speed limits one may usually expect. (For the latter, check out Speed limits by country on Wikipedia) This is why any change to this table requires a reference to the paragraph in the country's legislation, date when the legislation was last changed and a link to the legislation text for verifiability.

Furthermore, do not merge cells horizontally (may badly mess up the table) and do only merge cells vertically if this reflects how the law is written. Also, do not add additional columns (= additional vehicle types) without prior discussion because if a column is added, the data for all countries that are already in the table may need to be corrected to include that vehicle type. Don't forget that this table is a projection, to map every quirk of every legislation would be impossible. For example, Queensland in Australia explicitly specifies a speed limit for tractors towing a trailer designed for carrying sugar cane below 20t.

Deliberate omissions

  • Certain vehicle types that are either not relevant for routing or can usually not go faster anyway than their maximum speed set in law (if any) have been omitted from this table. A non-exhaustive list: delivery-robots, bicyclists, golf carts, mofas, mopeds, horse carriages, tractors, other agricultural vehicles, construction vehicles, buses with only standing passengers.
  • Certain road types have been omitted which can be expected to always be signed with an explicit speed limit, such as speed limits set in regulations that refer to certain towns, districts or even specific sections of roads.

Placeholders

For the determination of speed limits, a crucial piece of information for many countries is whether a road is in- or outside a built-up area, in other words, urban or rural. The availability of this information directly tagged on roads however is somewhat patchy in OSM and that's partly because there is not one definite and approved scheme to tag this. So, a smart data user may want to derive this information from boundary relations or another source rather than only relying on OSM data tagged on the road itself. This is why in the above table, we use a placeholder for "this road is urban": {is_urban}.

Furthermore, in many states of the US, it is relevant to know whether a road is in a residential district or a business district. There is currently no approved scheme to denote this on the road itself. Smart data users may be able to derive this information from surrounding landuses. So we use the placeholder {is_residential_district} and {is_business_district}.

For school zones, there is also no tag. This is not that bad because usually, school zones always have a speed limit posted. However, in case the maxspeed information is missing, smart data users could derive school zones from the proximity of roads to schools. The placeholder used is {is_school_zone}.

When relying (only) on OSM data tagged on the roads, the following rules could be used to match against the placeholders:
