This feature has been labeled as deprecated. The recommended replacement is: service=driveway, service=parking_aisle, service=drive-through or service=alley.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

A driveway is a minor service road providing access from the highway to an offstreet area used for driving, servicing, parking, or otherwise accommodating motor vehicles.

service=driveway2 is used by a single mapper who disagrees with how service=driveway is defined.

Usage

Never use it in cases where other service tags more accurately define the function of the way such as service=parking_aisle, service=drive-through or service=driveway or service=alley

Single mapper promotes using this tag on ways in conjunction with highway=service on ways which they define as driveways, in conflict with existing tagging consensus. They are using a definition from California's public road–building legal code that is explicitly scoped to only apply to one chapter of that legal code.

In addition, they promote using it for "all minor service roads that are not better classified via one of the other service=* tags" which makes tag name highly confusing, as it is not used only for driveways.

This definition solves the following problems as contrasted to the service=driveway definition.

• highway=service but without service=* can be identified to be minor service way that are not yet classified.
  • This is in contrast to a situation whereby there is significant ambiguity where it can either be case (A) not classified to the minor service way sub-type, or case (B) one of the restrictions such as being a minor service road connecting to another minor service road, or the case of carpark perimeter way.
  • Knowing that the way itself is un-classified allows the classification to be carried out, as opposed to an undeterministic state with various possible interpretations.
• highway=service with service=* can be reliably identified to the corresponding classified sub-type.
• In terms of tagging process, not having restrictions in the definitions makes tagging much more straight forward.
  • An example in todays' Wiki process, a user wants to tag carpark ways using service=driveway. The user first identifies it is a highway=service road. The user determines assumes that the tagging can be either service=driveway or service=parking_aisle. The user goes to the Wiki only to find out that service=parking_aisle is correct. However, an actual driveway on the carpark perimeter is not tagged as service=driveway, and returns to highway=service page. [highlighted by red logical loops].
  • This is in contrast to service=driveway2 proposal. If the user does not have the time to classify the minor ways, the user just applies highway=service and leaves the classification to a later stage. If the user does classify the way or returns at a later time to classify the way, the user can simply check through the service=parking_aisle, service=drive-through and service=alley tags to determine if it is one of the preceding tags. Otherwise, the way can be classified as service=driveway2 (not any of the preceding).

History

This tag was introduced in 2021 by one mapper on over 3,000 ways in response to a dispute about whether service=driveway should be tagged on a wider variety of service roads, such as parking lot access roads. The definiton of service=driveway is based upon dictionary definitions such as Cambridge and Oxford which has narrower scope with destination of house/building. The definition of service=driveway2 is based upon California state law with 1971 origin which has significantly wider scope covering all minor ways meant for the purpose of motor vehicle access. In consideration of Openstreetmap's UK origins, it was also identified that there is no driveway definition from the UK Highway Code, which means that the definition as used is strictly based on dictionary definitions.

This tag has some limited use in Japan and Singapore, with vast majority uses added by a single mapper.
