The tag shop=tailor describes a place where clothing is professionally made (and sold), repaired, or altered.
Although the term “tailor” is primarily associated with suits and men's clothing—specifically, made-to-measure garments with a more structured construction—a tailor can, in principle, also create women's clothing. If specifically women's dresses and other women's clothing are being manufactured, the tag craft=dressmaker might be more appropriate.
