what is this tag for?

This tag causes me great confusion because it never really explains what a staircase entrance is, we should document it for people unfamiliar with the term.

It sounds like the intent is for it to apply to the the building lobby/foyer/reception entrance of a building. See https://en.wikipedia.org/wiki/Lobby_(room).

So there could be an elevator behind this entrance taking you to each level, or it could be a stairwell.

Is this the case? Or is the intent where there is no lobby area at all but instead you open the door and immediately are inside the stairwell?

How is it different to the main entrance?

Personally I can't see any case where I'd use this tag, I'd either tag the entrance based on function like the main entrance, secondary entrance, service entrance, exit only etc. --Aharvey (talk) 11:36, 15 June 2022 (UTC)

See for example this apartment buildings constructed during communist times (one of few things done well in Poland during that times). But https://lists.openstreetmap.org/pipermail/tagging/2022-May/064727.html https://lists.openstreetmap.org/pipermail/tagging/2022-June/064799.html received little attention, not enough for me to feel comfortable with redefining tags. And I do not care enough about this to make full scale proposal for change here Mateusz Konieczny (talk) 12:05, 15 June 2022 (UTC)
I would use eg steps=only, elevator=only, or escalator=only. As on railway=subway_entrance. --- Kovposch (talk) 13:28, 15 June 2022 (UTC)

also applicable to a stairwell

A stairwell is a tall vertical shaft within a building or attached to the outside which the staircase is within for access to different levels. Often is designated as an emergency exit route. I assume this tag is applicable to the external building entrance/exit to the stairwell. I'd assume emergency=designated to be used for explicitly signposted "fire doors" or emergency exits. A general access=* is still a good idea as frequenly these stairwell entrances/exits only allow you to flow out of the building, and going into the building may require a key. --Aharvey (talk) 00:31, 5 December 2022 (UTC)
