This project aims to map out the building footprints and roads in Tarlac Province which is home to more than 1.3 M individuals. This will allow the PLGU to conduct exposure analysis, research, disaster risk planning and expand the project in contributing POI/landmarks data to OpenStreetMap. MapBeks will train government offices, university students, and various LGBT and ASO organizations, allies and advocates with various OSM mapping tools and share other emerging mapping initiatives in the local OSM community. Additionally, this project ensures MapBeks to be a legally registered organization to increase support and partnerships in the future.

Describe the local challenge your project is addressing

In this section please describe in detail the challenge that your project addresses. We recommend your response be a minimum of 200 words and a maximum of 400 words. The challenges that our project will be addressing are the following:

  1. Lack of local level data in the most unmapped provinces/towns in the country - roughly 32% of the Philippines is mapped and we would want to be the beacon for the marginalized, the underrepresented, and the forgotten. Through the project we are able to set up the base data for roads and buildings and prepare an avenue for local stakeholders to contribute more to OSM. The data that we will generate will fuel the Provincial LGU to utilize OSM for disaster management, developmental planning and expansion, and research. Additionally, the data generated will be used for the Provincial Development and Physical Framework to envision its goals for the next coming years.
  2. LGBT Representation - It has been since 20 years that the Anti-Discrimination Bill (SOGIE Bill) has been filed and hindered in the Philippine Congress. Representation plays a crucial role for the LGBT community to push forward its battle for the equal rights and be protected from any form of discrimination - and to do so our community would need more allies in the playing field. Through this project we are able to spearhead representation in the use of maps and additionally take the main stage in developing maps for local government users. We will be conducting supplemental SOGIESC and gender sensitivity trainings as part of the curriculum in order for stakeholders see the importance of mapping and how the LGBT community pushes forward with this mechanism.
  3. Sustainability of the Community - it is a known fact for communities to come and weaken because of several factors, such as support and dependency of funding. Primarily, our organization is dependent in sponsorships and partnerships that allow us to partake even though we are not a legal entity. There are indeed several opportunities that our community let passed by because we are not registered in the Securities and Exchanges Commission. Additionally, if ever we get to partner with an organization, a 10% handling/administrative fee is deducted which can be used to further support other events or projects. Ideally, more volunteers can also join if they know that the community they are engaging is secured and recognized.

In this section, please provide specific details about your mapping objectives. This should include: how you will contribute to help solve the local challenge you are addressing, what you aim to achieve with funding, what volume of mapping you plan to complete and how, and the number individuals are you aiming to include in mapping activities. MapBeks' UNMAPPED PH Campaign is deeply rooted with its objective to map the most underrepresented and unmapped areas in the country. Since 2020, with minimal support and funding, it was able to launch and started the mapping of 25 identified towns with a population of more than 600,000 people and contributed to more than 180,000 building footprints under the project. As of today, the project was able to close 17/25 towns and started validating the remaining 8 towns and is targeted to finish it by March 2021. Along with its other initiatives and mapping efforts, the UNMAPPED PH Campaign remains to be a flexible project which allows mappers from various sectors to be aligned in a particular cause - to map the most unmapped areas.

Aside from mapping of BFPs in the 25 most unmapped towns, MapBeks also initiated its support for other communities by starting a MapSwipe campaign for the provinces of Tarlac, Zamboanga del Norte, and Negros Oriental. Through the hardwork and dedication of several local and international volunteers, the MapSwipe data for Tarlac was complete thus securing preliminary data for HOT TM 4 tasks in the future that locates areas with buildings already. As of January 2021, MapBeks and the provincial government of Tarlac was able to coordinate about the plans to move forward in remotely mapping building footprints and roads in the said province. The terms and conditions of Memorandum of Understanding is in its final stages and is awaiting approval from the Provincial Governor's Office.

For 2021, the UNMAPPED PH Campaign has decided to focus in assisting the province of Tarlac. The province is situated 110 km from Manila City and is composed of 17 municipalities and 1 city. It is home to 1.3 million Tarlaqueños or more than 250,000 families which is highly prone to both meteorological (flooding) and geological (volcanic) hazards. Additionally, the province serves as one of the main producers of sugar cane and rice in the country where thousands of farmers depend on the land for livelihood. Generally, the project objectives of this proposal includes the following:

  • Increase the number of OSM Mappers + MapBeks volunteers - the events/mapathon trainings will allow more people outside of Manila to engage in OSM.
  • Increase OSM local contributions from Tarlac Province - setting up building footprints and roads would allow the Provincial LGU and new local mappers to contribute more on OpenStreetMap
  • Conduct mapathons - a total of 8-10 trainings would be scheduled in order to provide and introduce OSM to the LGU members, selected university students, and LGBT and AIDS Service Organizations (ASO)
  • Conduct a SOGIESC and Gender Sensitivity training - aside from the technical training provided MapBeks advocates for LGBT awareness through SOGIESC trainings.
  • Legally register MapBeks as a non-profit organization

In line with this, coordination has also started with the Province of Quirino (through a MapBeks advocate) and 30 new remote selected towns in varying areas in the country.

Describe your sustainability plan

In this section please describe how your activities will continue post-funding. If you are applying for funding to purchase equipment, explain who will store/use the equipment you purchase, and if you have long term sustainability plans for your community's development. The UNMAPPED PH project shall be a continuous annual effort to promote OSM mapping for newbie and expert mappers in the country. After the funding for this year, we are going to tap other potential partners that can support or sponsor the prizes for the month-long competition. The MapBeks community has establish good working relations with Grab PH Map Operations and #MapPH in past smaller events and was able to secure sponsorships through internet load cards, freebies, and giveaways.

Nonetheless, a part of the goals for this funding is to secure legal registration through the Securities and Exchanges Commission (SEC) and the Bureau of Internal Revenue (BIR).

  • This will allow our community to secure more extensive sponsorships, partnerships, and grant with other legal entities. For example, we were not able to partner with a specific LGBT org in a corporate banking firm since we are not registered in the SEC.
  • This will allocate the 10% administrative handling fee that MapBeks provides to a registered organization and can then be distributed to more functional purposes such as swags, tokens, etc. For example, the Telus Grant in the Philippines
  • We will also be able to secure donations from benevolent donors to support mapping initiatives and partner with other Local Government Entities

What are your community defined project goals, and how do you define project success?

Please explain you project goals. The main goals for this year's project are divided in to 2 parts and is further categorized in to specific targets:

Increase OSM Mappers 200 new MapBeks Volunteers In 2020, MapBeks was able to engage 111 new volunteers through the FB Community Microgrants and would wish to increase this number in order to support new mapping initiatives such as the Spay and Neuter Map, Gender Neutral Toilets, and Legal Firms, Offices and Notaries Map.
Increase OSM Contributions 260,000 building footprints Tarlac Province has a population of more than 1.3M people which is approximately 260,000 building footprints on OSM. Additionally, this will allow MapBeks to support and train Tarlac Provincial Government to add and open up more localized information as we will be training 1) the data users and 2) students
Conduct Mapathons 10 mapathons with activity reports Each mapathon will have 20 participants to join: 3 specific groups will be engaged 1) Tarlac Province LGU members 2) Local Students from Tarlac 3) LGBT/ASO Organizations and Allies. The mapathons will be divided by category:

1) Introduction to OSM and buildings/roads mapping (3 times)

2) Landmark/POI mapping + LGBT Safe Spaces Mapping (3 times)

Conduct SOGIESC/ Gender Sensitivity Training 2 sessions 2 sessions will be allocated to provide gender sensitivity and highlight the LGBT community to the stakeholders. One will be provided to the LGU as part of the partnership with MapBeks and the second one will be for Tarlac Province University Students
2 SUSTAINABILITY GOAL
Register MapBeks in the Securities and Exchanges Commission as a non-profit organization Acquire certificate of registration When registered, MapBeks will be able to tap more organizations in partnerships for events and will be able to apply to other microgrant bodies. This was observed as a challenge as corporate partners looked for formal/legal registration from the community. Additionally, the administrative costs that is provided as handling fees can be utilized more for other more relevant expenses.

What are your community's long term goals?

Please give describe your community's vision. This can include: where you see your community in five years time, how you want your data to be used, future partnerships you'd like to establish, or how you would like your community to grow (or not!). The community's long term goal is to be sustainable enough to conduct its own projects so that it will be able to support other emerging mapping communities in the country. It is closely working with the Department of Geography in the University of the Philippines - Diliman to encourage students to explore community-driven projects and the use of open data to help their own communities. Lastly, we are hoping that through such projects and engagements with local government units that we may introduce to them the SOGIESC framework and be allies in pushing forward the Anti-Discrimination Bill or the SOGIESC Bill.

Partnerships

Successful applications will demonstrate one or more partnerships with a local data user. Priority will be given to applications for which the data has been requested by a partnering organisation, or where the partner organisation has expressed interest in collecting the data for a specific use or intervention. Example partners include local non-government organisations (NGOs), community based organisations (CBOs), local governments, companies, universities, schools, and other academic institutions.

Describe who will use your data

It is important that the data you generate during the project is useful, and that it will be used to advance humanitarian and/or development challenges locally. In this section, please include: if the data you will be collecting has been requested by a partnering organisation, if there is an established formal relationship with the partnering organisation, if there is an existing MoU between you and the partnering organisation, and how long have you been working with the partnering organisation. If your organisation or community is going to be the data user, please describe how you will use the data, and how it ties in with your organisation's work. The main data user of the project will be the government stakeholders of Tarlac Province, specifically the Provincial Planning and Development Office and the Provincial Disaster Risk Reduction Office, which heads and mainly governs all 17 municipalities and 1 city. They will be using the data to analyze exposure and identify family locations within their constituency. With the remote mapping set up for this project, we also would like to further our engagement with the province and assist them with trainings to amplify local level knowledge contributions on OpenStreetMap. It is also possible that the PLGU can shoulder this extension of the project. Currently, we are in communications with the Tarlac PLGU and is in the process of drafting a formal MOU. In 2020, HOT PH conducted a province-wide mapping of Pampanga and with the entry point of Tarlac can be a role model project for other provinces to join projects that cater to mapping local level information.

The data will also be readily used for planning for disaster response, rehabilitation, and mitigation. With Tarlac province being in the center of a major floodplain, its inherent location puts it a high risk to flooding and drought, thus needed data is required to provide scientific and data driven decisions.

Furthermore, the data that will be created through the mapathons and other data collection exercise will allow other advocacies to access the data and help them get more information in the ground, such as:

  3. COVID 19 Facilities
  4. Critical Infrastructure
  5. Biking Features
  6. Legal Firms, Offices and Notaries

Inclusivity is at the core of the creation of MapBeks with its mantra to advocate for representation and inclusion for the LGBT community. Ideally, our goal is to secure a 80% participation from the LGBT community, which also includes a 40% participation from woman (cisgender and transgender).

  1. All non-Province LGU events will be targeted and marketed for the LGBT community and women.
  2. Ensure inclusivity and that MapBeks is a safe space not only for women but all individuals with diverse SOGIESC through establishment of the CoC
  3. Provide schemes prioritizing women and individuals with diverse SOGIE specifically in registration and swag provision
  4. Closely partner with GeoLadies PH
  5. Celebration of various months with mapathons - The project proposal would not only focus in providing the specified training but also cater to other thematic mapping activities to engage more awareness

Expansion

Successful applications will show how communities intend to grow community engagement. This includes a practical approach on how many new mappers you aim to recruit and how they will be involved in community activities. Priority will be given to communities that also include a plan for ongoing engagement beyond the grant period. If this is not relevant to your project, please explain why.

Explain how you plan to expand your mapping community

In this section, please include: your approach to recruiting new mappers, how will you engage new mappers, how many new members you plan to recruit, and how will you retain community members throughout the duration of project and beyond. We recommend your response be a minimum of 200 words and a maximum of 400 words.

MapBeks is well known in welcoming new volunteers with wide open arms and promotes safe spaces in all of its events and virtual channels. It is very strict in maintaining an environment for new and expert mappers. Aside from this, MapBeks aims to provide the following schemes to ensure growth, engagement, and sustainable involvement:

  1. Establishing of a Code of Conduct - This will be the top priority of the MapBeks community to ensure that its community is a safe space. Setting a hard written and formal CoC will protect the mappers and allow the community to foster and grow in a safe environment. Currently, the team is part in creating one for the OSM Philippines Community and is looking forward to applying it to the community.
  2. Establish a Mapping Buddy System - This will allow new mappers to be assisted specifically by a mentor mapper and at the same time ensures engagement from veteran mappers.
  3. MapBeks' Advocate Checklist - A checklist of tasks will be provided to MapBeks volunteers to in order to be exposed to various mapping tools and skills on OpenStreetMap. A person who will be able to complete all tasks will be able to get limited edition swags like customized jackets, pins, etc.
  4. New Mapping Initiatives - We would not wish the skills of mappers to stagnate in one type of task (buildings and roads). MapBeks also aims to engage new and old mappers in new mapping initiatives being developed and partnered with other organizations. New mapping initiatives will allow flexibility and the diversity of tasks. This will also encourage new mappers to try out other mapping fields and maybe create new initiatives in the future. Currently, MapBeks has the LGBT Safe Spaces Map, the HIV support Facilities map and the MapBeks Stories Campaign (which aims to map out LGBT good experiences) and is currently brewing new initiatives such as the Spay Neuter Clinics Map with Spay Neuter Information Project PH (aims to map out neuter clinics to lessen the overpopulation of stray pets), the Legal Firms, Offices, and Notaries Map with UP Samahan sa Agham Pampulitika, and a personal project in mapping Gender neutral CRs in the country.

Collaboration

Priority will be given to applications that collaborate with other OSM communities in the region. This can be country specific or regional and can include collaboration with Youth Mappers Chapters, or members of the HOT community to help with training, validation (as examples). Currently, MapBeks is closely linked and working with the mentioned OSM communities and in coordination with new emerging communities related to advocacy mapping. But primarily for 2021 MapBeks shall attempt to reach out and establish strong relationships with the following:

  • We would like to extend our reach in South East Asia and establish partnerships and assistance with the OSM Communities in Vietnam and Indonesia for support in mapping and validating tasks. We will be inviting them to our mapathons and also help out in their tasks if needed.
  • Aside for the project area of Tarlac, one of our MapBeks Advocates is trying to secure a similar project for the Province of Quirino and coordination is on its way with 30 other towns identified through the UNMAPPED PH Initiative

Project plan and budget

Priority will be given to applications that collaborate with other OSM communities in the region. This can be country specific or regional and can include collaboration with Youth Mappers Chapters, or members of the HOT community to help with training, validation (as examples). Online Mapping Competition Campaign 1 lumpsum 1 time 550 $ 550.00 Annually, the community hosts a month-long mapathon in celebration of Geo Month which aims to bring together active novice and expert OSM mappers all over the country. The prizes will be provided weekly for the 1st, 2nd and 3rd placers. 1st Place - 63.83$ 2nd Place - 42.56$, and 3rd Place - 31.92$. (surplus of: 3.81$)
Swags (Embossed Pin) 250 pieces 1 time 1 $ 250.00 Embossed pins have been the trademark giveaway for MapBeks events and would like to share it for everyone who will be actively participating in the events. The pin can be used as a badge in formal and casual events.
Internet Load Prizes 10 winners 1 time 21.27 per winner $ - Cost can be shouldered by sponsoring organization such as Tarlac Province or other partners.
Certificates 20 participants 10 events 0 $ - Certificates will be digital
Tokens for Speakers 2 speakers 8 events 38.00 per speaker per event $ 608.00 Two speakers will be tapped for each event to assist in the technical training and really being engaged. This will also serve as an opportunity for previously trained mappers or students to apply their skills in the actual session.
4 Mobilization Costs
Volunteer Meal Allowance 5 volunteers 8 months 34.04 per volunteer per month $ 1,361.60 The computation for this stipend provides a volunteer 32 hours a month to engage in the project. Each hour is equivalent to $1.06 per hour. The identified volunteers will be focused in managing specific tasks in the project which includes, finances, reporting, tasks management, training.
Mobile Internet and Call Credits 5 volunteers 8 months 10.50 per volunteer per month $ 420.00 Mobile and Internet credits will be combined in order to provide resources for coordination. There will be calls needed to be done with the LGU partners, schools and organizations that the community will be engaging with.
Logistics Costs 1 lumpsum 8 months 70 per month $ 560.00 This funds will be used for transportation costs specially if there is a need to visit our stakeholders. The Province of Tarlac is 2-3 hours away from the city and partner ASOs and LGBT orgs are mostly in Metro Manila. Additionally, these cost will be used to delivery swags, documents for partners.

  • I wholeheartedly support MapBeks because they, together with very helpful volunteers, have made a LOT of effort in collecting data on HIV facilities. After collecting those data, they validate them by calling the facilities one by one to make sure that the information they got is correct. This is very helpful for people who need fast, reliable, and accessible data, especially during emergencies. Not only that! MapBeks also facilitated multiple mapathons which include (but are not limited to) the mapping of land use and buildings on areas affected by Typhoon Rolly and has also successfully facilitated UNMAPPED PH back in 2020, a month-long mapathon in efforts to map out the most unmapped areas in the Philippines, where with the help of their volunteers, they were able to complete 611 tasks with over 23,741 new building footprints mapped.
