The tag proposed:name=* is used for proposed / future name(s) for an element.
The element itself might be proposed or under construction.
When a current name for the element exists, i.e. it is proposed to be renamed, the tag should typically be combined with name=*.
The tagging follows the lifecycle scheme, using the prefix proposed:. This indicates that the status of the name will change in future.
