The tag proposed:name=* is used for proposed or future name(s) for an element.
When a current name for the element exists (i.e., it is proposed to be renamed), this tag should typically be combined with name=*.
The tagging follows the lifecycle scheme, using the prefix proposed:*=*. This indicates that the status of the name will change in future. This lifecycle tagging is different from the established tagging of previous names with old_name=*, which is a historic fact that will not change any more.

The general rules as for name=* apply.
When not to use
For entities under construction (or planned for future construction) the name is often already known. In these cases, simply use name=*.
proposed:name=* is only needed when an entity is currently not (yet) called that, but something else — which would be set in name=*, or in the case of a nameless entity, marked by noname=yes.
