Ideally, these icons, in case they have a proper license should be moved/upload (and there files deleted here) to Wikimedia Commons in at least one of the following categories:

Once files have identified Wikimedia Commons equivalents, you can then use {{Superseded by Commons|File:filename.svg}} to mark these icons in the remaining file description page.

Files which have the same name as Wikimedia Commons file or were replaced by Commons equivalent can be marked as {{Delete|Replaced by https://commons.wikimedia.org/wiki/LINKTOSPECIFICIMAGE}}

You do not need to import the files themselves on this wiki, the actual description and licencing information will be directly visible on this wiki as rendered on Wikimedia Commons where they can be edited).

Though many flag images are also icons, the files which satisfy both criteria are only categorized to Category:Flags and are not included in this category.
