amenity vs. emergency

After a long discussion about the "emergency-tags" we decided to let the fire hydrants in the amenity namespace (for now).

Proposal

The amenity=fire_hydrant tag is already there. This Proposal is more precise than the old tag.

There are spring-fed basins with a spring too small to support large quantity of water sampling by itself. So the basin needs a reservoir capacity such as 80m³. Since 'capacity' is ambiguous under this topic I proposed 'reservoir'. -feneks
