A large water basin or tank for a fire department to take water. It is designed to get fast access to water for extinguishing fires whenever the water pipes are not adequate and no natural water is close by.

emergency=water_tank + water_tank:volume=50000 l + man_made=reservoir_covered
emergency=water_tank + man_made=storage_tank + content=water
The page for emergency=fire_hydrant and the one for emergency=water_tank have declared different default units for water_tank:volume in the past; it is therefore perhaps preferable to always explicitly specify a unit.
Also add a general tag for the reservoir or storage tank as appropriate:
- covered reservoir - man_made=reservoir_covered
- open reservoir - landuse=reservoir + natural=water
- above-ground tank - man_made=storage_tank + content=water
