When the memorial can be clearly defined with another value (such as memorial=statue for a war memorial statue), the following tagging can be used: memorial=statue + war_memorial=yes .

Set a node at the center of the war memorial or an area along its outline and add historic=memorial + memorial=war_memorial Additionally, one can add subject=* and/or subject:wikidata=* to indicate which specific war/conflict/battle/... this memorial remembers.
