This tag, like bicycle=use_sidepath, applies only to roads with a classification that normally allows use by vehicles classed as mofa. In some countries it is illegal for mofa traffic to use a road if a parallel compulsory sidepath exists. On OSM, this can be indicated by tagging the main road as mofa=use_sidepath if the sidepath is mapped separately. mofa=no should be used if the main road is explicitly forbidden, typically by a traffic sign on the main road, whether a sidepath exists or not.

Status

Unlike bicycle=use_sidepath, this tag was never properly proposed and accepted. Due to its considerable use however, routing engines should treat it as a negative access value (i.e., equivalent to mofa=no).

How to map

This tag applies to ways where a parallel way suitable and mandatory for this class of vehicle is mapped. The main road can then be tagged as mofa=use_sidepath to indicate that the main road must not be used. This tag is often used in combination with moped=use_sidepath and bicycle=use_sidepath.
