This tag, like bicycle=use_sidepath, applies only to roads with a classification that normally allows moped use. In some countries it is illegal for moped traffic to use a road if a parallel compulsory sidepath exists. On OSM, this can be indicated by tagging the main road as moped=use_sidepath if the sidepath is mapped separately. moped=no should be used if the main road is explicitly forbidden, typically by a traffic sign on the main road, whether a sidepath exists or not.

Status

Unlike bicycle=use_sidepath, this tag never went through a proposal process. Due to its considerable use however, routing engines should treat it as a negative access value, though may be weaker than moped=no.

How to map

This tag applies to ways where a parallel way mandatory for mopeds is mapped. The main road can then be tagged as moped=use_sidepath to indicate that the main road in general should not be used. This tag is often used in combination with mofa=use_sidepath and bicycle=use_sidepath.

Note that exact legal implication will differ between countries and may even change as laws change.
