motorboat=* - this key is useful to specify that a waterway (rivers, canals and lakes) is opened to inland navigation by various types of vessel from large ships on major waterways, to pleasure boats or other craft.

Usually it will be a subkey for :

The value can be defined to 'yes'.

On waterway where motorboat cannot navigate, the key can be omited.

(Note: This is strange as general rule for access=* keys is that when unknown/unspecified then general access is assumed. So probably better would be to specify the value in all cases.)
