If it is a multi-storey car park, use parking=multi-storey instead.
How to map
Set a node at the centre of the building, or draw an area along its outline.
Tag it with amenity=parking + parking=rooftop.
For the entrance, use a node 
with amenity=parking_entrance + parking=rooftop.
In some cases it is sufficient to draw only the parking entrance.
