Some tourism=wilderness_hut provide basic nutrition in case of an emergency (extreme weather or similar).
In this case it makes sense just to indicate whether any food is available.
You may also use it on pubs or bars if they provide anything to eat at all (other than peanuts) along with your drinks, unless cuisine=* would already (implicitly) express that.
Use food=no on places where you would usually reasonably expect an option for food (like a cafe), but there isn’t any (not even sandwiches or cakes). There might be also special cases where lunch is served, but food=no applies for the rest of the day.
