The tag railway:signal:electricity=* is used to map signals related to the power supply of electrical trains (catenary signals), e.g. instructing the driver to lower the pantograph or disconnect the power supply.
How to map
Catenary signals are mapped as 
nodes on the railway line according to the general OpenRailwayMap signal tagging scheme described at Tag:railway=signal.
The value of the tag railway:signal:electricity=* itself should be a country-specific name of the respective signal. The sub-tag railway:signal:electricity:type=* is used to desribe the meaning of the signal in an internationally standardised way.
Other possible sub-tags include railway:signal:electricity:form=* for indicating whether a signal is a fixed board (sign) or rather a variable mechanical (semaphore) or optical (light) contraption.
