Proposal

Explicitly mark the tag amenity=swimming_pool as discouraged by changing the wiki page to contain only the following text:

The use of this tag is discouraged, use leisure=swimming_pool instead.

Rationale

For a long time, the tags amenity=swimming_pool and leisure=swimming_pool have been existed in parallel for the same concept. Historically, amenity=swimming_pool used to be the more popular tag, but usage has shifted to leisure=swimming_pool, with amenity=swimming_pool now making up less than 8% of the instances.

Hopefully explicitly marking the tag as discouraged speeds up the process of changing the amenity tag into the leisure tag (however note that the current proposal does not include a mechanical edit proposal). Having to support only one instead of two tags makes life easier for data consumers such as renderers.

In addition, (new) mappers might find it easier if there is only one page for this concept, instead of two. Furthermore, having only one page for this concept makes maintenance of the wiki page easier.

A pool may be used solely for training and/or competition, which is not leisure. All sports features (track, pitch, sports_centre, stadium) are under the leisure key, including all levels of training and competition. But contentwise I agree with the proposal. amenity=swimming_pool and leisure=swimming_pool are synonyms. So leisure=swimming_pool 'fits' in OSM terms for both recreational and competitive use as OSM has chosen not to distinguish between the two.
