The Locator Overlay (or Locator for short) is an overlay layer for the purpose of helping mappers navigate to different areas of the map while editing. iD displays this layer by default when you are zoomed out too far to load all the raw data from OSM. It is also available as an option in JOSM's imagery preferences.
The layer is implemented as a custom style based on the Mapbox Streets tileset and hosted by Mapbox. It displays OSM data in a monochrome style, similar to the Mapbox Satellite Streets style. As with most Mapbox styles, it displays some highway shields, and street names are abbreviated.
The layer appears to sync its data with OpenStreetMap's data once every few weeks or so.
