Proposal

Approve two new tags:

  1. amenity=place_of_mourning - a room or building where families and friends can come, before the funeral, and view the body of the person who has died
  2. place_of_mourning=yes - (subtag:) presence of room(s) within some other amenity where families and friends can come, before the funeral, and view the body of the person who has died

Amenities for viewing deceased persons (e.g. chapel of rest in Britain or funérarium in France) can come as standalone premises (sometimes commercial, sometimes public). In that case, the suggested basic tagging would be:

They however are also often an ancillary amenity in other premises, in which case it is suggested to use a subtag (at least if the exact location of the room(s) is unknown or it is otherwise impractical to map the place of mourning apart):

Rationale

OSM has several tags surrounding cemeteries and funeral services, e.g. shop=funeral_directors for service providers who organise funerals, sell coffins, provide transport of the body and do related paperwork, or the recently approved tag amenity=funeral_hall for premises (other than places of worship) used for funeral ceremonies (typically on the day of the burial). While such funeral halls for ceremonies are widespread in certain countries, elsewhere they are rare but one would rather find rooms where families and friends can come and view the deceased person in a dignified setting during the days between the moment they died and their funeral. Such amenities likewise deserve their tag, and having one will also help to avoid confusion between both kinds of amenities (which is especially important in cases - which occur as well - where both types of amenities exist in the same town but are clearly distinct).

Distinctions

As the key indicates, shop=funeral_directors are shops. They are businesses where coffins are sold and arrangements for funerals made. Depending on the country, it may be very common that they also have rooms for viewing the deceased as covered by the present proposal; in such cases a subtag as suggested above will of course be adequate. In other countries it may be rare for funeral directors to have such rooms (e.g. because they are available on the cemetery). The two features therefore need to be clearly distinguished.

Likewise, the amenities tagged as amenity=funeral_hall are defined as used for funeral ceremonies (typically on the day of the burial). As more people will generally attend such a ceremony at the same time, they will normally be bigger halls than the rooms for viewing the deceased. Again, in some places, both can be in the same building (a ceremonial hall with cooled storage and viewing rooms behind, so that the coffin will only have to be moved a short distance just before the ceremony). In that case as well, a subtag will of course be adequate, but there are also a lot of funeral halls without such viewing rooms and a lot of the latter without any premises for ceremonies, meaning that both features need to be distinguished.

Finally, an amenity=mortuary (morgue), defined as "a place used for the storage of human corpses awaiting identification or removal for autopsy or disposal by burial, cremation or other method" is not essentially a place for viewing but for storing corpses. While the two concepts can of course in certain cases overlap, a lot of morgues exist in hospitals or forensic services, where they are technical rooms unsuited for the kind of dignified "viewing" that takes place in premises called "chapels of rest" or "funérariums".

Label

After previous discussions concerning the proposal Proposed features/Chapel of rest it emerged that "place of mourning" seems to be an acceptable term that avoids the religious connotation the word "chapel" may have for some in spite of its widespread neutral usage in British English. Hence the present new proposal.
