This tag, as part of the Proposed features/Traffic island proposal, has been abandoned.
Instead, use highway=crossing+crossing:island=yes for nodes (of crossings with a traffic island), traffic_calming=island for nodes or areas and (perhaps) area:highway=traffic_island for areas.
