This tag indicates which set of implicit traffic rules apply to a particular road (rules not set explicitly by signs). Each value of this tag is associated with a different set of default traffic rules.

Because default traffic rules vary from country to country, values are country-specific (or region-specific if traffic regulations vary within the country). The traffic regulations of most countries distinguish at least two zones: urban (inside the built-up area / city limits) and rural (outside the built-up area / city limits).

All values follow the format <ISO 3166-1 alpha-2 country code or ISO 3166-2 region code>:<rural or urban or something else>.

If both sides of a road lie in a different zone, e.g. because the road follows a national border, then you can use zone:traffic:left=* and zone:traffic:right=*.

Relation to speed limit tagging

Note that speed limit signs may exist in a traffic zone. So for example maxspeed=30 source:maxspeed=sign zone:traffic=DE:rural is a valid tagging.

In absence of speed limit tagging one may try to assume that source:maxspeed=DE:rural and matching speed limit applies if zone:traffic=DE:rural is present, but it is not certain. Still, if some speed limit value need to be guessed it may be an useful piece of info. But maybe not yet mapped maxspeed=20 source:maxspeed=sign is there.

Belgium

Since the Sixth Belgian State Reform, the regional governments can and do set separate default speed limits, but only on non-motorways.

France

Because of varying degrees of legislative autonomy within France, some overseas territories, but not all, can have traffic rules that differ from the mainland. The national Code de la route applies to Metropolitan France and all overseas regions (régions d'outre-mer), as well as Saint Pierre and Miquelon. Overseas collectivities (collectivités d'outre-mer) other than Saint Pierre and Miquelon, as well as New Caledonia, are responsible for setting their own traffic rules. There are two special cases among these overseas collectivities: Saint Martin adopted a dated copy of the national Code de la route, and Saint Barthélemy adopted only a small set of custom traffic rules, deferring to the current version of the national Code de la route for all other matters.

Please note that in the European part of the Netherlands the most common actual legal maxspeed on the roads is typically lower than the legal default maxspeed, since in most cases traffic signs on the ground overrule the general traffic rules:

• for NL:urban the legal default is 50 km/h, but the most common maxspeed=* value on the road is 30 km/h
• for NL:rural the legal default is 80 km/h, but the most common maxspeed=* value on the road is 60 km/h
• for highway=motorway the legal default is 130 km/h, but the most common maxspeed=* value on the road is 100 km/h
