Borrowing heavily from https://wiki.openstreetmap.org/wiki/Blue_Mountains#At_a_glance_.28tier_list.29 here is my version:

S+ All of the below, as well as multiple additional categories of micromapping
S At least one category of micromapping OR

All roads have giveway/stop signs, crossings, maxspeed, lanes, turn:lanes, _link(s), and traffic lights

A All landuse, buildings, POIs, and addresses are mapped accurately and to a high standard
B All buildings and addresses are mapped
C Most if not all POIs are mapped; includes shops, offices, parks, etc
D All landuse is mapped to a rough-good standard
E Important POIs are mapped; fire stations, hospitals, police stations, libraries, places of worship, etc
F All public roads are mapped, including traffic signals where relevant
