How would you ensure that the Board’s decisions and actions are transparent and accountable to the OSM community?

Roland Olbricht - Q03 Transparency and Accountability

All board meetings than can make decisions are public. While there is the mid-month board chat, that meeting cannot make decisions and does not do so.

And the board has proactively started multiple initiatives to get community members understand the finances, but every way of presentation so far has apparently been too strenous. A new approach is under way.

Note that for most other areas the fact that the Foundation supports and does not control the OpenStreetMap community does mean that the board is rather listening than proclaiming decisions.

I think the board already maintains a high standard of transparency and accountability. So there are 2 board meetings happening per month - one public and one private. In the private board meeting, it is discussions only and no decisions/vote, minutes are published. Voting and official decisions are made during public meetings. Meetings are listed on the Board wiki, and important documents like the budget, financial reports, and the strategic plan are published for everyone to see through blog or wiki. Also, anyone can raise questions in different ways like public board meetings, email, social media and the most important, community forum.

I'm a firm believer and pusher for transparency. This is something I believe I have demostrated in my past 2 years. I always share management meeting notes, ensure during our Public Board Meetings we discuss items in a open matter and have pushed for descriptive Circulars when needed. Foundation Board Members don't run the Foundation, we are representing the community to better their needs and those of the Foundation as a whole.

Transparency and accountability are vital for maintaining community trust. I propose:

  • Publishing regular, detailed reports on board activities on the OSM wiki.
  • Encouraging community feedback through platforms like the OSM community forum and osmf-talk mailing list.

These measures ensure the Board’s actions are visible and aligned with community interests, fostering an open dialogue.
