Gate serves as a barrier or choke point along the road or entrances to a gated-community, village or complex.

Generally, entry and closeable barriers are simply tagged as =*, but they can have more-descriptive tags such as: lift_gate, swing_gate, entrance, chain, traffic_cone, etc. on the nodes along the way where they are located.

These barriers have their own respective access restrictions (by default) to particular set of mode of transports as interpreted by the router. Should there be exceptions to the barrier access, additional tags must be added.

Philippine Notes on Mapping Barrier Access:

Presence of physical gates at the entrances of communities, or commonly seen at some side street corners, are not automatic indication that barriers' access is exclusive for residents (access=private). These gates have either been installed by the Property Developer / Homeowner_association of a private community, or by the Local Government (eg. Barangay) on public roads; and they were placed there for different purposes, eg.: for strict/exclusive access to all features/facilities of a private subdivision; for easier/cheaper security management by HOA or LGU by limiting entry points in a permissive-access subdivision; for rerouting and slowing down traffic in a public residential neighborhood; for emergency community lockdowns; for HOA's collection scheme of pass-through or road-use fee (guarded gates on private road); or simply abandoned old/broken gates that serves no purpose, etc.

Note: some street-level imagery on barriers may have been taken during holidays or weekends, or during special events such as "open-house" or street closures during "town-fiesta", which may indicate incomplete or false information on the access tag (where data captured were the 'exceptions' rather than the 'rule'). Interpreting, adding or editing access=* tags on these barriers should depend on context by cross-referencing available/existing/updated data on OSM, Imagery (aerial, street-level), Local Knowledge and Notes based on ground survey.

HOA's "No ID, No Entry" policy on donated public roads: There can be a distinction between the access tags on both elements: barrier and highway located within the borders of a Gated Community. Where said community's Homeowner_association donated their roads to the government, the HOA cannot prohibit lawful public use of these subdivision roads. Thus, their corresponding highway elements cannot be tagged as =*. However, the Homeowners_association may exercise their legal option[1] to regulate the access to subdivision roads for the purpose of maintaining security and order, by implementing a "No Sticker, No Entry" or "No ID, No Entry" policy at the entrance barrier: by assigning a guard (tagged as barrier:personnel=yes) to require the visitor to show identification or car sticker, and/or state a valid purpose of visit, eg. name of destination. Those entry barriers are thus tagged as access=destination instead of the more exclusive access=private.

  • Generally, open to traffic 24/7. For those observing curfewe or at particular time of day (conditional)
  • If guard is present: casual road users need not show ID, Car Stickers nor state Destination
  • Some guarded gates may require stopping for safety inspection and may refuse entry for certain vehicle types (and non-compliant to private rules on signboard) eg. open-mufflers, riding-in-tandem motorcycles, loud-sound, out-of-route puv, goods, hgv, etc.

MALL COMPLEX service road and drop-off entries:

  • with No Sticker, No ID, No Entry policy:
    •  Permit (from HOA) ordinarily granted to any non-residents with valid reason for continuous/extended use of a feature/facility inside the neighborhood.
      • Car Stickers for school bus and car of students/staffs of the neighborhood's private school.
      • Vehicle Permit for service cars/trucks of village work contractors and commercial applicants (shop operators)
      • Individual Work Permit (whether ID issued by HOA, or Existing Company ID's - included in a master list of Authorized Names/Companies)
  • Possible Interpretation Conflict & Impracticality of Implementation:
    • In gated communities, access=permit on appears to be more
    • practical for exclusive pedestrian gate: (access= permit | foot=yes | motor_vehicle=no)
    • Versus non-resident car stickers (permit) holder, entering a dual access value entrance barrier (destination | private) for a common visitor/resident gate. Yet car-permit, which in theory should go where they are permitted, will still be able (and/or required) to route to areas with highway access=private to report for work. It may not be practical to selectively edit access=private tag on elements/features to temporarily accommodate car users with permit. It seems impractical at the moment to distinguish between a house-specific permit versus community-wide work permit eg. school bus pickups, utility service repair works, etc.

VISITOR's ENTRY to a TOWNSHIP or COMPLEX SUBDIVISION
  • Township in the Philippines are those large mixed-use residential-commercial-recreational, where exclusive gated-communities (vertical & horizontal projects) inside have their own respective private entrance gates.
  • Gates where "No Sticker, No ID, No Entry", "No Roaming Around" & "No Passing-Through" are enforced: Visitor states the purpose of visit: eg. access=destination: resident's (name & address), events, shops, cafe, visit school, etc.
  • Such townships have Main Avenue (tertiary highway access=destination) if they allow casual visits to the amenities & shops in commercial zone. All other residential roads have access=private
  • While some township projects have open gates and open roads leading to commercial zone (where highway access=permissive).
  • Some HOA reminds visitors of commercial zone to show "proof of purchase" from the shops else they charge fees upon exit, to discourage entries of overstaying non-customers from overcrowding the parking areas.
  • Township examples: New Clark City, Nuvali, HAVILA, McKinley West, Eastwood City, etc.

NON-RESIDENT's PASS-THROUGH on OLD PRIVATE COMMUNITIES

- No Sticker, No Entry still enforced, but lax on ID requirements on non-motorized transport. This is typically observed on old lower-middle class private subdivisions.

- Having allowed some shops & cafes, private businesses, etc to operate inside, asking for visitor's destination at entry gate became a useless exercise thus not done in spite barrier's access=private.

- Some HOA allows non-residents or non-customers to pass through (for a fee) and use their Main Collector Road along commercial zones (access=destination | permissive) leading to the other exit gate(s), even if all Entry Barriers are tagged access=private. This should discourage the router from unnecessarily roaming around the surrounding residential roads tagged as access=private.

  • PREPAID GATE PASS (for Pass Through):
    • Pass-Through Permit is applied for a fee to those who are qualified. It is not ordinarily granted to any non-residents (eg. applicant must have a valid city address)
      • Example:  Las Piñas Friendship Route Sticker is available only to a particular transport mode, and the driver or car must either be resident or is registered in Las Piñas City
  • PASS-THROUGH FEE Per Entry:
    • HOA can collect a minimal road users fee per entry from non-resident cars to raise fund for maintenance. No need to state destination.

  • No Sticker, No Entry. Exclusive / General public access is not allowed.
  • Access is granted with individual permission only.
  • Examples:
    • A driveway with a no trespassing or keep out sign;
    • A company parking lot for employees only.

Using this value with the plain access key, access=designated, has no meaning, and should not be used. (see #Transport mode restrictions).

Only for specific types of usage / purposes / groups of users within the transport mode

  • locked=*, whether the gate is usually locked and not accessible without the key.
    Add access=yes and access:conditional if the access level changes depending on time, day or destination.

The typical difference with a public road is that on a public road the owner must allow traffic, on a non-public road the owner can revoke permission to use the road by himself (unless there is a right to roam for certain modes of transport such as walking or cycling in the legislation). The definition of "road" in the Vienna Convention on Road Traffic applies to roads open to public traffic regardless of the road itself is public or not.
