This tag indicates that cycling (riding a bicycle) is not allowed on a given feature such as a highway or a crossing, according to signage or local law. It does not, by itself, indicate whether pushing a bicycle[1] is allowed or prohibited.
Pushing or carrying bicycles
In practice, this tag most commonly occurs where pushing a bicycle is allowed, especially on features where pedestrians are also allowed (whether explicitly with foot=* or by default), since a person pushing a bicycle is considered equivalent to a pedestrian in many jurisdictions. It also occurs where pushing is prohibited, typically on features where pedestrians are not allowed (e.g., on highway=motorway).
However, sometimes pedestrians without a bicycle are allowed but any form of bicycle access (including pushing or carrying) is entirely prohibited.[2] For clarity, in late 2025, the following tagging schemes have been discussed and proposed for where cycling is prohibited:[3]

Country-specific defaults
In England and Wales, pushing bicycles on public footpaths (designation=public_footpath) is generally not permitted by default under highway law, unless specific local permissions apply, while it is generally allowed on sidewalks.
