Proposal

The tag leisure=aquatics_centre is used for a facility that contains one or more swimming pools and is primarily used for water sports.

A facility tagged this way is a sports facility. It can be used for exercise, sports, competition and/or swimming lessons. For facilities that are more focussed on play rather than sport, the tag leisure=water_park should be used.

The tag leisure=aquatics_centre can be combined with the relevant sport=* tags, such as sport=swimming or sport=waterpolo.

The tag should be used for the entire facility, including all swimming pools, changing rooms, showers, and perhaps a small cafe or bar. The swimming pools itself can be tagged with leisure=swimming_pool.

Rationale

The tag leisure=swimming_pool is currently used for two different purposes: 1) buildings or areas that house a swimming pool (but that are not a leisure=water_park), and 2) the swimming pool, i.e. the water area, itself. The current proposal is meant to be used for the first of these two meanings, so that leisure=swimming_pool can be used for the second meaning only. As such, this proposal helps to disambiguates between the two meanings.

Tagging

The entire facility should be mapped as area tagged with leisure=aquatics_centre. If not enough information is available to tag the facility as an area, a node can be used. The individual swimming pools may be tagged with leisure=swimming_pool.

I am opposing using sports centres with subtag, as it doesn't make it clear that the centre is only / mostly about swimming / water. At least in my area (central Italy) lots of sports centres have a swimming pool, but typically it is not the main attraction (e.g. a golf course or a tennis club will also have a swimming pool often, but this is quite different from a dedicated swimming facility). --Dieterdreist (talk) 10:09, 4 January 2016 (UTC)
All of that can be expressed with subtagging in a refined hierarchy. The main use X gets sports_centre=X, while the extra facilities are added as pitches and pools (the volleyball court in the sports_centre=aquatics, and the pool in the sports_centre=golf_course), thus deprecate historic tags like leisure=golf_course.--Polarbear w (talk) 09:14, 5 January 2016 (UTC)

Why aren't people using this combination then? According to taginfo, only 5% of all sport=swimming objects are tagged as leisure=sports_centre. Looking at the ones I am aware of in Germany, they either are missing a dedicated tag (just the swimming pool itself is tagged) or they are tagged (often mis-tagged) as water parks. Why should we have distinct leisure tags for stadions, sport centres, swimming pools, tracks, pitches, recreation grounds, golf courses, marinas, water parks etc., but not for aquatics centres (or whatever they are called)?--Dieterdreist (talk) 15:16, 11 January 2016 (UTC)

There has not been a single comment on the talk page yet, and there's plenty to discuss: distinction to leisure=sports_centre, leisure=water_park, leisure (or amenity)=spa, and which of these apply to indoor/outdoor facilities. There are already a bunch of tags, and you invented yet another that has not even been used a single time so far according to taginfo. Having all of that said, I hold the view that a proposal is approved when it gets more than 50% positive votes, because the quorum increase to 74% on the Proposal_process page was itself not legitimized by voting. No the proposal defines "a facility that contains one or more swimming pools", and not "more than just a swimming pool". By the way, leisure=sports_centre, sport=swimming are not mentioned in proposal description, and it shows either lack of research conducted by author before proposing it or intentional attempt to hide this fact to improve chances for approval, which potentially means cheating.
