La clé admin_level décrit le niveau administratif d'un objet ayant l'attribut boundary=administrative tel qu'un pays, un département ou une commune. Du fait des différences politiques et culturelles, chaque pays a sa propre hiérarchie administrative ce qui implique des valeurs variant d'un pays à l'autre. Il est donc nécessaire de se rapporter aux tableaux afin de pouvoir préciser la valeur de l'entité administrative que vous êtes en train de créer/modifier.
Valeurs
La clé admin_level est une clé uniquement numérique du fait que, selon les pays, des niveaux administratifs similaires peuvent porter des noms différents. Utiliser une valeur numérique permet un rendu identique des frontières d'entités de niveaux équivalents.
La valeur 1 n'est pas utilisée dans OpenStreetMap. Elle correspondrait aux organisations multi-pays telles que les Nations Unies, l'Union Européenne, l'Union Africaine mais il a été décidé de ne pas représenter les frontières de ces organisations.
La majorité des pays utilise des valeurs allant de 2 (le pays lui-même) à 10 mais certains ont un découpage allant de 2 à 11.

Lorsqu'utilisés en combinaison avec l'attribut boundary=administrative (96% des cas), les niveaux des frontières sont représentés de la manière suivante pour la cartographie OpenStreetMap (standard) :

Autres usages
La clé admin_level se retrouve aussi sur certains objets utilisant la clé government=* afin d'indiquer le niveau administratif de l'élément (par exemple un centre des impôts dédié aux taxes locales et non nationales).
On retrouve aussi parfois cette clé avec les objets utilisant l'attribut capital=*. Mais aujourd'hui (août 2023) seuls 6% des objets ayant la clé capital utilise également la clé admin_level du fait que la clé capital est dorénavant fusionnée avec la clé admin_level (la clé capital prenant la valeur correspondant à admin_level).
